Exchange Gift Cards at CertificateSwap.com

USA Today reported this web site which is a virtual trading post of various gift cards.

A quick look at the site shows that it is hardly an exchange -- you may only find one or two available gift cards for sale for each retailer, and most items are priced at around 90% of face value (some 100%), making it unlikely to be astoundingly appealing to bargain hunters.

The site makes money by "charging sellers a processing fee of 7.5% of a card's selling price." The USA Today article may bring some traffic, but I seriously doubt the survivability of this site, especially when Ebay has been maintaining the same market for quite some time, it charges less fee, and it has deeper inventory.

Not totally true - I listed a giftcard on this new site and it sold the next day. Also, fees were less than what I was paying on eBay plus eBay charged me to list too even when it didn't sell!

Only know about Swapagift.com. They charge $3.99, give you 90 day listing period, and have regular buyers. Some cards are DEEPLY discounted, and not one that I saw was selling for face value. Besides, if you're just looking for the cash, they buy gift cards directly from sellers. Try getting ebay to buy your items without question. They pay 75% of remaining balance. They have a Neiman Marcus card that is $100 below value - not a bad deal, and some cards with $50 off.
