"National Taxpayers Union 2004 Taxpayer Wish List" is a collection of interesting ideas about how to transform our tax system. Some (provoking) ideas:

H.R. 25, The Fair Tax: Repeals the income and payroll taxes, abolishes the IRS, and implements a national sales tax.

H.R. 2022, Leave No Securities Behind Act: Extends federal securities laws to cover Fannie Mae and Freddie Mac.

H.R. 1227, Abolishment of Obsolete Agencies and Federal Sunset Act: Provides for periodic review of the efficiency and public need for Federal agencies.

H.J. Res. 22, Balanced Budget Amendment to U.S. Constitution

S. 1668, Commission on Accountability and Review of Federal Agencies Act (CARFA): Establishes commission to conduct comprehensive review of federal agencies and programs, recommends elimination of unneeded functions.

S. 150, Internet Tax Non-Discrimination Act: Makes permanent the moratorium on taxes on Internet access and discriminatory taxes on electronic commerce.

According to its website, "NTU is a non-partisan, public interest advocacy organization dedicated to lower taxes, less wasteful spending, and the principles of rational and limited government."
